Good afternoon. I stand before you today with a heart full of gratitude. As we unveil our new official logo, launch our web portal, and present our Administration Scorecard, I see all of you here as partners in this journey. This is not just about the government - it is about us, our people, and the future we are building together. Thank you for coming.
Let me first give thanks to His Excellency, Governor Uba Sani CON. Our Governor has opened roads that connect our communities and create business routes. He has supplied essential medicines, equipped hospitals, employed health workers, and renovated schools to modern standards. In Kaduna South, we studied his SUSTAIN Agenda carefully and worked hard to bring it home to our 13 wards. We are localising it with practical actions that our people can see and feel every day. The progress in Kaduna South is part of the bigger success of Governor Uba Sani’s leadership.
When we assumed office, we did not guess what to do. We carried out a full baseline assessment across all sectors - health, education, security, economy, and administration. The findings were honest and clear. Our people needed better services and more trust in the government. From that assessment, we developed action plans, set up taskforces, and started implementation. Today, I am happy to report real progress with numbers you can verify.
In health, we reintroduced bi-monthly sanitation exercises to keep our environment clean. We strengthened ties with the Federal Neuro-Psychiatric Hospital in Barnawa for mental health and drug abuse rehabilitation. We introduced a 70% subsidy on medical bills in all Primary Healthcare Centres, supplied free essential drugs and equipment, and deployed doctors, laboratory scientists, and nurses. Our PHCs were rehabilitated, re-electrified, and upgraded with modern labs and equipment thanks to Gov. Uba Sani CON. We installed solar systems and cooling units for 24-hour power and proper vaccine storage. Over 1,400 Mama Kits have gone to pregnant women under our “100 Kits Monthly” programme. We enrolled 2,000 residents in KADCHMA to ensure everyone has access to quality and affordable healthcare even outside the walls of our PHCs. We partnered with the Muslim World League for free cataract surgeries, and introduced a toll-free feedback line to collect feedback from citizens on the service they receive. We intentionally supported the restructuring of Ward Development Committees to include people that genuinely care and are ready to give back to the community, and also started monthly nutrition support for malnourished children providing them RUTF, Tamowa, Kunun Lafiya. We are also working with the Livestock Development Project to modernise Zango Veterinary Clinic.
More importantly, we have achieved the upgrade of one of our Healthcare Centers to a Center of Excellence, offering highly specialized tertiary-level medical care and advanced treatments. With support from development partners, we are also constructing a brand new facility in Tudun Nupawa which our assessment found to be saturated due to limited space.
In education, we started by covering the gap of lack of benches in schools to ensure every child gets the comfort they deserve through distributing over 1000 sets of benches through our 100 benches monthly project. Our public schools were rehabilitated with fencing and classroom renovations. We deployed NYSC corps members with stipends and accommodation to augment our teachers and strengthen STEM education. We sponsored over 1000 students for JAMB and NECO, introduced monthly stipends for education officers, and improved the teacher-student ratio from 1:90 to 1:40.
On security, we trained and equipped KADVS Special Protection Unit, approved KADVS outposts along key flashpoints to tackle phone and bike snatching. We deployed security personnel in our PHCs and Schools. We signed the Prohibition of Iron Scavenging Bye-Law in close partnership with the leadership of Panteka Market. Our council passed the Security Development Fund Bye-Law allowing for a public-private trust fund to strengthen the security of lives and business in Kaduna south. This effort was strengthened with the Tricycle Riders Registration Law to reduce crime and improve public safety.
In economic development, we achieved 95% success in distributing fertilizers to over 10,600 farmers under Governor Uba Sani’s Agricultural Support Initiative. We empowered farmers with solar-powered water pumps and tools, cash business support to over 500 women and youth across all 13 wards. We also facilitate jobs at key federal government MDAs for our youths, and partner with local businesses to facilitate the employment of over 60 informal youths in the transportation industry taking them off the streets.
Furthermore, we introduced monthly allowances to cemetery workers and a documentation frame to record deaths. To ensure access to drinking water, we installed solar-powered boreholes in strategic locations and rehabilitated hand pumps across all wards.
In administration and governance, Kaduna South became the first Local Government in the North-West and third in Nigeria to join the Open Government Partnership. We developed our OGP Local Action Plan focused on healthcare and accountability. We introduced digital Certificates of Indigene with verifiable barcodes, rehabilitated the LGA Secretariat, formed inclusive advisory committees, and designed an official website for real-time information.
Ladies and gentlemen, in Kaduna South we have joined the train of the modern system of governance by taking actionable steps of deploying technology. Our digital tools now include social media platforms, website and professional emails, secured cloud storage, QR verification, and live dashboards and management system in PHCs.
I recently returned from the United Cities and Local Government World Congress in Morocco, where I presented our health initiatives... Just days ago, I was also honoured as Best Performing Local Government Chairman of the Year 2026 and Best Chairman for the Welfare of Corps Members by NYSC leadership. These recognitions belong to our entire team.
I sincerely appreciate our Deputy Governor, whom I regard as a mother to me. Your Excellency, you have always been supportive. Your motherly commitment to the welfare of women and children continues to inspire our focus on maternal health... On behalf of myself and the entire Council, I sincerely appreciate your consistent support.
I also sincerely appreciate my Vice Chairman, Hon. Nehemiah Baba Karik; the Speaker of the Legislative Council, Rt. Hon. Joshua Kajang; the Council Secretary, Hon. Dahiru Yau Tanko; the Honourable Councillors; all my appointees; and our hardworking local government staff. To my wife, thank you for your consistent support, understanding, and encouragement. To my children, I appreciate your patience. I also extend my sincere appreciation to all former Chairmen of Kaduna South Local Government.
As we move forward, we will institutionalise these reforms so they endure. We invite you all to use our new web portal, engage on our platforms, and give us honest feedback. Together, we are transforming Kaduna South.
May God bless every one of us. May God bless Kaduna South Local Government and Kaduna State. Thank you.
Hon. Rayyan Hussein
Executive Chairman, KDSLG
