Executive Review

A Message from the Chairman

In the past one year, we have worked tirelessly to make Kaduna South a model of progress, equity and effective governance. Together with our people, we restored hope through tangible actions of revitalizing healthcare with the rehabilitation of all 13 Primary Healthcare Centres, introducing a 70 percent medical bill subsidy, and enrolling 1,000 residents into the state health insurance scheme. We fought diseases, improved sanitation, distributed over 1,000 Mama Kits to expectant mothers, and brought free eye-care services to our communities. These steps have strengthened our families, safeguarded our neighborhoods, and proven that government can truly serve its people.

Our investment in education has been equally life-changing. From supplying over 500 sets of benches and renovating five public schools to sponsoring 400 students for JAMB and NECO exams, we are building a future where every child can learn in comfort and with confidence. We improved teacher-to-student ratios, deployed NYSC corp members to teach key subjects, and rewarded our education officers to enhance service delivery. In security, agriculture, and empowerment, we have advanced Governor Uba Sani's SUSTAIN Agenda by strengthening the Kaduna State Vigilance Service, distributing fertilizer to 2,600 farmers, launching cash empowerment programmes for 500 women and youth, and approving the construction of sports centres across our 13 wards to channel young energy into productivity.

As we celebrate one year of impact, I reaffirm my commitment to serve with humility, transparency, and purpose. Our administration remains aligned with the vision of His Excellency Senator Uba Sani, a vision anchored on inclusion, accountability, and sustainable development. The progress we have achieved in just 365 days is a testament to what we can do when leadership meets community support. Together we are building a Kaduna South that stands tall, proud, and prosperous, a home our children will always be proud to call their own.

The 2025 Year-In-Review Highlights

1 Healthcare & Public Health

Our administration revitalized the local health system to ensure no resident is left behind.

  • Infrastructural Upgrades: Rehabilitated and re-electrified all 13 Primary Healthcare Centres (PHCs), including major upgrades to PHC Kinkinau.
  • Affordability: Introduced a 70% subsidy on medical bills and enrolled 1,000 residents into the Kaduna State Contributory Health Management Authority (KADCHMA).
  • Maternal Health: Distributed over 1,000 Mama Kits to expectant mothers to promote safe childbirth.
  • Specialized Care: Partnered with the Muslim World League to provide free cataract surgeries and collaborated with the Federal Neuro-Psychiatric Hospital for mental health and drug abuse rehabilitation and expert training.

2 Education & Youth Development

We are building a future where every child has the tools to succeed.

  • Learning Environment: Distributed over 500 sets of benches (seating 2,000+ pupils) and renovated over five public schools.
  • Quality of Teaching: Improved the teacher-to-student ratio from 1:90 to 1:40 and deployed NYSC members to support teaching on critical subjects.
  • Student Support: Sponsored 400 students for JAMB and NECO exams and provided free exercise books and instructional materials.

3 Security & Safety

Aligning with the SUSTAIN Agenda, we have moved to safeguard every neighborhood.

  • Community Policing: Established Kaduna State Vigilance Service (KADVS) outposts in flashpoints like Bashama Road to curb phone and bike snatching.
  • Legislative Action: Signed the Prohibition of Iron Scavenging Bye-Law and the Tricycle Riders Registration Law to reduce crime and theft.
  • Intelligence Sharing: Instituted monthly Security Council Meetings with traditional rulers and security agencies.

4 Economic Development & Empowerment

  • Agriculture: Successfully distributed fertilizer to over 2,600 farmers across all 13 wards.
  • Financial Inclusion: Launched cash empowerment programs for over 1,000 women and youth to boost small businesses.
  • Infrastructure: Facilitated the restoration of electricity in Tudun Wada and installed solar-powered boreholes across all wards for clean water access.

5 Administration & Governance

  • National Leadership: Kaduna South became the first Local Government in Northern Nigeria to join the Open Government Partnership (OGP).
  • Digital Innovation: Launched the official LGA website and introduced digital, barcode-embedded Certificates of Indigene.
  • Global Recognition: Hon. Rayyan Hussein received the African 3G Summit Leadership Award as the Best Performing Local Government Chairman in Nigeria.
